Wage Range: $35.40 to $47.20 per hour, non-exempt.

Job Summary

Under general supervision, this paraprofessional position works in the City Clerk division and oversees the City’s public transit system. This position ensures compliance with state and federal rules, preparing and submitting required reports to the state, coordinating transportation services with a third-party vendor, and conducts public outreach.

Job Duties or Essential Functions
The essential functions of the position include, but are not limited to the following:

  • Ensures transit system policies, plans, and procedures comply with state and federal rules, regulations and laws.
  • Assists with preparation of annual budget and state operating grant application.
  • Performs long-range planning and budgeting for transit system.
  • Performs oversite of the third-party bus operator, including regular meetings to discuss policy updates and service changes.
  • Complete the state procurement processes for the following: third-party operator, advertising, and transit technology systems.
  • Assist with bus replacement planning and ordering.
  • Research and develop opportunities for new transit technologies.
  • Prepares and submits monthly, semi-annual, and annual reports to the state of Minnesota.
  • Oversees cash fares collection and the sale of bus passes and tokens.
  • Monitors effectiveness and adjusts transit routes and schedules based on ridership data and surveys.
  • Reviews and responds to rider questions, suggestions, and complaints.
  • Creates and updates communication materials including brochures, posters, and maps.
  • Develops and implements marketing plan to educate and encourage ridership.
  • Conducts community engagement and outreach through public input sessions, and annual rider surveys
  • Maintains connections with schools, businesses, and agencies.
  • Acts as the staff liaison for the Transit Advisory Committee (TAC) and is responsible for scheduling meetings, creating agendas, and completing minutes.
  • Assists with annual state and local audits.
  • Performs other duties as assigned.

Minimum Qualifications

To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience and training required.

  • Associate's degree or program certificate from a technical or vocational school with a focus on business administration, public administration, accounting, planning, organizational development, or related degree or certificate. degree.
  • Two (2) years of accounting, business administration, public administration, public transit, or related experience.

Desired Qualifications

The requirements listed below are representative of the formal education, experience and training preferred in order to exceptionally perform all of the functions of this position.

  • Four-year Bachelor’s Degree in business administration, public administration, organizational development, or related degree.
  • Five (5) years of transit related experience
  • Possess a driver’s license valid in the state of Minnesota
