This position coordinates with local industries to monitor process wastewater discharges into the City wastewater collection and treatment system. Coordination is done through permitting, inspections, and regular written and verbal communication with industries, some of which includes informing of applicable local and federal regulations. This position monitors wastewater treatment at the City plant at its various stages and recommends treatment process changes to ensure compliance with City, State, and Federal Regulations before the treated water is released from the plant into natural waterways.

The City of Winona operates a Class A Wastewater Treatment Plant. This position is a 40-hour full time position scheduled to work Monday through Friday.

Salary Range: $65,491.49 to $87,321.99 per year, non-exempt

Job Duties:
The essential functions of the position include, but are not limited to the following:

  • Performs laboratory tests to check the strength and toxicity, of influent sewage and plant operation in conjunction with externally contracted laboratory testing related to the operation of the wastewater treatment plant and Industrial Pretreatment Program.
  • Tests and monitors industrial sewage discharges from facilities to insure compliance with all applicable regulations and standards.
  • Inspects City’s wastewater collection facilities to insure compliance with all applicable regulations and standards.
  • Maintains accurate and complete records of inspection activity.
  • Initiates enforcement action when rules are violated.
  • Maintains knowledge of wastewater regulations and testing methods.
  • Prepares annual reports required for Industrial Pretreatment Program, National Pollutant Discharge Elimination System (NPDES) Permit, and on Land Sludge Disposal Program.
  • Informs regulated community of applicable rules and regulations.
  • Purchases equipment and supplies.
  • Performs other duties as assigned.

Minimum Qualifications:
The requirements listed below are representative of the formal education, experience and training required.

  • Four-year Bachelor’s Degree in biology, chemistry, or related field.
  • Math proficiency is helpful.
  • Applicants with an anticipated graduation date in December 2023 will be accepted.
  • There is no minimum amount of experience required for this position

The City will provide the selected candidate opportunities for training to achieve these licenses  within two years from date of hire.

  • Have or be willing to obtain a Type 4 Operators License for Land Application of Biosolids
  • Have or be willing to obtain a Class C Wastewater Operator License
